Yes, Lights-Out creates log files. When you have a problem make sure that you have logging enabled under options.
Almost always I will ask for your server log files. Use Remote Desktop to connect to your server. Then navigate to C:\Documents and Settings\All Users\Application Data and zip the folder LightsOut.
